Southborough Select Board Approves Neary School Contract, $11.5 Million Bond Note
SOUTHBOROUGH — June 2, 2026 — Southborough Select Board approves Neary School designer contract and $11.5 million bond note at busy June 2 meeting. The board unanimously approved a $165,000 contract with Tappe Architects, Inc. of Boston for a feasibility study of two Neary School renovation options, and authorized an $11.5 million bond anticipation note sold to TD Financial Products LLC at 2.698 percent interest covering six capital projects including a $3.5 million school roof and $3.565 million in road work. Town Administrator Mark Purple announced a $3,891,667 MassDOT Community Culvert Program construction grant for the Willow Street project — one of only 24 construction awards issued nationally — potentially allowing the town to rescind a prior borrowing authorization for the same project. The board voted 4-1 to award the base bid for the Town Common Fence and Railing Project to Meeland Construction and 4-1 to appoint Mark Davis to the Elementary School Building Committee, with member Tim Fling dissenting on both. Chair Kathryn M. Cook's S&P rating update carried a caution: the agency renewed the town's AAA bond rating for 2026 but flagged shrinking levy capacity and limited reserves as risks to future ratings.
